York County Deputies SLED investigate double homicide, Officer Involved Shooting

YORK COUNTY, SC (YCSO) Release #2 – As State Law Enforcement Division (SLED) Agents continue to investigate the officer involved shooting incident from June 7, 2019, Sheriff Kevin Tolson is releasing the names of the Deputies who engaged in gunfire.

Lieutenant Heath Clevenger, Corporal Chris Kinsey, and Deputy II Justin Moore are the three Deputies who fired their weapons during the exchange of gunfire with suspect Jimar Frazier Neely. 

Lt. Clevenger is the commander of the York County Sheriff’s Special Operations Group, and has been with the agency since 1999.  Cpl. Kinsey is on the Sheriff’s Office K-9 Unit, and has been with the agency since 2002. Deputy Moore serves on the Special Operations Group, and has been with the agency since 2016.

Per sheriff’s office policy, all deputies have been placed on paid administrative leave.  SLED continues the investigation at the request of the York County Sheriff’s Office.

This is an ongoing investigation, no further information will be released at this time.



YORK COUNTY, SC (YCSO) – On June 7, 2019 at 7:47 PM York County Deputies responded to 899 Rivercrest Rd, Rock Hill in response to a death investigation. When deputies arrived they located two male victims suffering from apparent gunshot wounds. Both were critically injured. One victim was taken to Piedmont Medical Center where he later succumbed to his injuries.

Immediately, Detectives began an investigation into the two deaths. While canvasing the area of Rivercrest Road, officers developed Jimar Frazier Neely, 28, of Rock Hill as a suspect.  While investigating, at approximately 9:30 PM, deputies received a call about a burglary at a home with shots fired on Red River Road in Rock Hill. Witnesses stated a black in color Dodge Charger was seen leaving the area on Red River Rd. On the way to Red River Road Deputies encountered a Black Dodge Charger near Peachtree Road and Neely’s Store Road and attempted to stop the vehicle. At 9:42 PM, the driver of the Charger and Deputies exchanged gun fire.  The driver of the Charger later identified as Jimar Frazier, stopped at the intersection of Church Rd. and Neely’s Store Rd. Neely ran from the vehicle, but was quickly apprehended.

No Deputies were injured in the exchange of gunfire. Neely was taken to Piedmont Medical Center with a non-life threatening gunshot wound.

Per York County Sheriff’s Office policy, the State Law Enforcement Division (SLED) has been called in to investigate the officer involved shooting. York County Deputies along with the York County Coroner’s Office are investigating the double homicide.
